Working within the framework established by the organization, the Monitoring, and Evaluation (M&E) Manager ensures the consistency and quality of the delegation’s M&E strategies and activities.He/she coordinates and supervises M&E teams and takes responsibility for decisions and actions in the M&E field, operating in coordination with the project, program, and Information Management (IM) teams.The Manager ensures that the delegation’s teams are given appropriate and effective methodological support consistent with the approaches, methods, and tools used within the delegation in the MEAL field.He/she ensures that a consistent approach to MEAL is adopted in regional (multi-country) projects, large-scale projects, and/or integrated programs.He/she supports an institutional culture that encourages critical thinking, collective learning, and teamwork, as part of the organization’s focus on quality and accountability.He/she helps develop a dynamic approach to MEAL inside and outside Tdh (as part of regional partnerships, networks, centers of expertise, working groups, etc.).Strategic managementBased on the review of the current situation in the delegation, develop an action plan for the development/reinforcement of the MEAL system, then implement and monitor this action plan. The MEAL action plan is reviewed every quarter in collaboration with the Country Representative and Q&A Regional Coordinator.Support development and implementation of the delegation’s strategic MEAL orientations in coordination with, at delegation level, the Country Representative, the Program Coordinator, the Project Managers, and the M&E team and at the regional level, with the support of the Q&A Regional Coordinator and the Regional ProgramsCoordinators.Implement an appropriate and effective MEAL system that, where possible, bring together project and program partners during the monitoring plan design phase and the sharing and using of data.Plan MEAL activities and oversee their implementation; manage and supervise related resources.Ensure ethical principles related to M&E are respected, especially those concerning gender equality, fairness, and “no harm”. Protect confidential data, applies the principles of informed consent, and protect children during the collection, processing, analysis, and use of M&E data.Management and CoordinationManage team members from the recruitment phase to the end of their employment. Adopt good management practices in keeping with Tdh’s values. Apply the delegation’s staff management policy. Ensure clear performance objectives are set for the MEAL team and periodically assessed. In collaboration with the Support Services Coordinator, ensure the optimal allocation and proper management of the delegation’s MEAL resources (including financial, logistical, technical, and human resources). Monitor M&E budgets monthly.In collaboration with the Program Coordinator, ensure project and program teams take part in monitoring projects and work towards optimal cooperation within the delegation in the MEAL field.Technical supportEnsure MEAL/ Q&A associated directives, methodological guidelines, and tools are understood and implemented at Tdh.Monitor developments in the MEAL field while building the delegation’s knowledge and capitalizing on lessons learned in this area.Help develop and write sections on MEAL, especially in developing a theory of change, indicators, budgets, and organizational measures for project proposals.Provide methodological support during the development of MEAL systems and plans, and ensure a consistent approach is adopted across all projects and programs.Provide support during the collection of data for program indicators and program steering summaries.Ensure monitoring tools are relevant and operate correctly.Ensures the key components of the Project follow up (PFU) are in place for all active project at the kick-off, and upkeeps the tool with correct and accurate information, and uses it for project steering, Establish and manage processes for upholding accountability towards affected population (AAP) in compliance to CHS and accountability standards, by mainstreaming the pillars of 1) information sharing, 2) Consultation, 3) Participation, and 4) Complaints, feedback, response mechanisms, allowing the delegation to hear beneficiaries and partners feedback and concerns on the quality of services and to inform decision making. Support and oversee the Information Management team to ensure the quality of data management tools and processes in terms of design, collection, storage, processing, analysis, presentation, use, and protection.
